Such is the work we have accomplished in the diplomatic

field.

This is not the time for us to talk of the unification

of the whole of China. But we shall devote all our

attention to constructive work wherever we find we can

improve the civil and financial administration in the various provinces in a short time. We are not going to make any show of our work, but we should always strive

in our actual work to keep progressing. At present our

military task has not yet been accomplished, and therefore

no wholesale reforms can be made in the civil and financial

administrations. Yet we must strive to do our best to

this end, but there is no use in making empty professions, especially when all the people are expecting so much from

If we cannot secure any actual benefits for them,

they will suspect the professions of the Kuomintang and

may even be stirred to revolt against us. In order therefore to deal with such a contretemps the Central Committee convened a Joint Conference and passed the

recent political regulations guaranteeing that the Kuomintang would fight entirely for the benefit of the people. These regulations may not satisfy all the people, but in the present circumstances even so much could not

be carried without much difficulty. Therefore our comrades

must work hard to make it known that the redeemable bonds

issued by the Kuomintang are entirely trustworthy. If anyone should feel dissatisfied or victimised let us assure him that it is all due to temporary circumstances, and that in the end it will be proved that these temporary circumstances were really in the best interests

of the people.
